
The Government of Pakistan has officially appointed Mr. Hamad Ali Mansoor as the Chief Executive Officer (CEO) of the Engineering Development Board (EDB) under the Ministry of Industries and Production, according to a notification issued by the Establishment Division on October 24, 2025. The appointment was approved by the Prime Minister and will be on a contract basis for three years under the MP-I Scale, following the terms of the MP Scales Policy, 2020, effective from the date of joining.
Deputy Secretary Rubina Akhtar issued the notification, which was also copied to key government offices including the Secretary to the President, Secretary of Industries & Production, AGPR, and the Press Information Department (PID).
Mr. Mansoor, who will now head the EDB, is a North American trained industrial policy and development strategist with more than 30 years of experience in industrial modernization, renewable energy, and sustainable infrastructure development. He holds a Mechanical Engineering degree and an MBA from the Schulich School of Business, York University, Toronto a globally top-ranked institution.
Throughout his career, Mansoor has been instrumental in formulating industrial and environmental policies, advancing renewable energy adoption, and securing over USD 1 billion in global climate finance. His experience includes leading strategic management and performance-based frameworks across manufacturing and logistics sectors in North America, contributing significantly to industrial diversification and climate-aligned economic growth in emerging economies.
His appointment reflects the government’s commitment to revitalizing Pakistan’s industrial base with a focus on innovation, sustainability, and competitiveness.
“Pakistan’s industrial revival demands a forward-looking approach that combines innovation, fiscal reform, and environmental responsibility,” Mr. Mansoor has previously stated in a policy address.
