
The government has decided to establish Islamabad’s first Command and Control Center under the Smart Islamabad Initiative. The Rs. 708.385 million project aims to introduce a government-level fusion center that will integrate and manage urban services through artificial intelligence and real-time data systems.
According to official documents, the project has already received Rs. 250 million from the Planning Division for its initial phase. It will include the establishment of a Command and Control Center, deployment of smart devices and sensors, and development of an AI-powered platform for real-time data monitoring. Authorities stated that the initiative would not only modernize Islamabad’s urban management but also serve as a model for replication in other cities across Pakistan.
The proposed fusion center will centralize access to essential services and bring together officers from different departments under one roof. By integrating real-time data from multiple city systems, the center aims to strengthen coordination, streamline decision-making, and improve service delivery across the capital.
The National Information Technology Board (NITB), working under the Ministry of Information Technology and Telecommunication, has invited proposals for the conceptual design and technical submission of the Smart Islamabad Initiative, also known as the Fusion Center Project. The autonomous body aims to enhance public service delivery through advanced e-Governance applications. The initiative focuses on developing cross-cutting digital systems that can be replicated across various government departments to improve coordination between Government-to-Government (G2G) and Government-to-Citizen (G2C) services.
According to the NITB, sealed bids have been invited from firms registered with the Income Tax and Sales Tax departments and listed as Active Taxpayers by the Federal Board of Revenue (FBR). Tender documents can be downloaded free of cost from the NITB and PPRA websites, and bids must be submitted electronically through EPADS. A pre-bid meeting will be held at the NITB office in Islamabad on October 28, 2025, while the deadline for submission is November 6, 2025. Technical bids will be opened the same day at the NITB headquarters.
