To be considered for the ADB Japan Scholarship Program (ADB–JSP) at the University of Tokyo, applicants must meet a set of specific eligibility standards designed to ensure the scholarship benefits deserving candidates from developing member countries. The program seeks individuals who demonstrate strong academic potential, relevant work experience, and a commitment to contribute to their home country’s development after graduation.
- Must be a citizen of an ADB borrowing member country (including Pakistan, full list here[1]).
- Should hold a bachelor’s degree or equivalent qualification from a recognized institution.
- Must have at least two years of full-time professional work experience in a relevant field.
- Should be under 35 years of age at the time of application.
- Must agree to return and work in their home country for a minimum of two years after earning the degree.
- Applicants with an existing master’s degree are not eligible.
- Those planning to continue toward PhD studies in the future are encouraged to apply for the MEXT Scholarship[2] instead.

Applicants are required to submit a complete set of academic and professional documents to support their application for the ADB–Japan Scholarship Program. All materials, except recommendation letters, must be uploaded through the official Google Form[3] by December 10, 2025.
- Application Form – Complete the official GSFS form[4].
- Field of Study and Research Plan – Describe your intended academic and research focus.
- Academic Transcript – Provide an official or attested copy from your bachelor’s program.
- Certificate of Graduation – Submit an official or attested copy of your degree certificate.
- Two Recommendation Letters – Sent directly by referees to the university via email (subject line: “ADB recommendation letter_Applicant Name”).
How to Apply to Candidates
Before applying, candidates must first identify and contact potential supervisors within the Graduate School of Frontier Sciences (GSFS)[5] or related departments, listing up to five preferred supervisors on their application form.
Once a supervisor has been chosen, applicants should upload all required documents (except recommendation letters) to the official Google Form by December 10, 2025.
Meanwhile, referees must send their recommendation letters directly to the International Liaison Office before the deadline.
