After a Trump-appointed federal judge had already blocked the president from using Oregon’s National Guard to address protests in Portland, the administration then ordered 300 troops from California to the city. But, in a rare emergency hearing, the judge temporarily blocked the transfer of troops from California or any other state to Portland. NBC’s Garrett Haake reports for TODAY.
