Punjab Raises Penalties For Delayed Vehicle Ownership Transfer

The Punjab government’s Excise, Taxation & Narcotics Control Department has announced stricter rules on delayed vehicle ownership transfer, effective immediately.

According to the latest notification, an amendment has been made to Rule 47(3) of the Punjab Motor Vehicles Rules, 1969. The new regulation imposes additional fees on those who fail to report the transfer of vehicle ownership within the required time frame. These fines will be charged on top of the standard transfer fee.

The revised penalties vary depending on the type of vehicle and the delay period. For motorcycles and scooters, the charges are set at Rs1,000 for a delay of 31–60 days, Rs2,000 for 61–90 days, and Rs4,000 for 91–120 days.

For other vehicles such as cars and jeeps, the penalties are much higher. Owners will now pay Rs10,000 for a 31–60 day delay, Rs20,000 for 61–90 days, and Rs30,000 for reporting the transfer 91–120 days late.

Officials stated that the updated fines are meant to discourage delays in vehicle ownership transfer and improve record-keeping across the province. Citizens have been advised to report ownership changes promptly to avoid heavy penalties.
