Pakistan and Hong Kong have taken a major step toward modernizing their legal frameworks by signing a Memorandum of Cooperation (MoC) focused on justice system reform and arbitration. The agreement was finalized during the 10th Belt and Road Summit in Hong Kong, highlighting both countries’ commitment to strengthening cross-border legal collaboration.

The MoC aims to enhance cooperation in legal affairs, capacity building, and promotion of arbitration and alternative dispute resolution (ADR). It also focuses on emerging areas like digital governance and regulation of virtual assets, reflecting the increasing importance of technology in legal systems worldwide.

According to the agreement, both sides will pursue joint initiatives, institutional reforms, and knowledge-sharing programs to address evolving legal challenges. This collaboration builds on Pakistan’s ongoing efforts to modernize its legal sector and align with international best practices under the Belt and Road Initiative.

Mr. Raja Naeem Akbar, Federal Secretary of the Ministry of Law and Justice, emphasized that the MoC demonstrates Pakistan’s commitment to reforming its legal sector and fostering innovative regulatory frameworks. Mr. Paul T.K. Lam, Secretary for Justice of Hong Kong, highlighted that the partnership would strengthen arbitration and ADR practices while preparing both legal systems for future challenges.

The signing marks a new phase of collaboration between Pakistan and Hong Kong in legal and justice reforms, promising improved efficiency, transparency, and technological integration in the administration of justice.
