
The Ministry of Information Technology and Telecommunication (MoITT) and its affiliated departments signed ten Memoranda of Understanding (MoUs) with leading Chinese technology companies during Prime Minister Shehbaz Sharif’s recent visit to Beijing for the 2nd Pak-China B2B Conference held from September 3-5, 2025.
The agreements focus on enhancing digital connectivity, emerging technologies, and fostering youth training programs.
According to the Federal Minister for IT and Telecom, Shaza Fatima, a government-to-government MoU on cooperation in emerging technologies was signed between MoITT and China’s Ministry of Industry and Information Technology. Other agreements were concluded with global tech leaders, including Alibaba, Huawei, ZTE, and China Submarine Cable Construction. These collaborations aim to support Pakistan’s national digital infrastructure, boost exports, and accelerate innovation.
The delegation visited Alibaba’s Beijing headquarters, where Pakistan secured access to the company’s Gwen open-source large language model, AI-based disease detection solutions, and VR technologies for industry. An official understanding was also signed to provide training for Pakistani youth to operate their own stores on Alibaba.com, with a vision to multiply the country’s B2B export market tenfold through the platform.
An MoU with Huawei[1] established a strategic framework for nationwide connectivity, including the modernization of government infrastructure. In partnership with Sky47 Limited, Pakistan will also launch its first full-stack AI cloud, providing sovereign and secure digital infrastructure to accelerate industrial innovation. Other MoUs covered the development of submarine cable infrastructure, national fiber backhaul networks, and smart city initiatives with the GUODONG Group.
Discussions with ZTE focused on training 100,000 Pakistani youth in emerging technologies and opening a Global ICT Training and Innovation Center in Islamabad. Agreements were also signed with Guangzhou Shiyuan Electronics (CVTE/MaxHub) to pilot AI-based educational tools in Islamabad schools, as well as with Pak-China Investment Company and Shanghai Hongqiao International (SHIDP) to strengthen B2B partnerships and investment flows between the two countries.
