A federal appeals court has blocked President Donald Trump’s use of a centuries-old wartime law that he had invoked to deport alleged Venezuelan gang members. The White House had justified these deportations under the Alien Enemies Act which gives the president those powers in the event of an invasion or war, but the judges ruled 2-to-1 that there was no invasion by a foreign power.
