As Mayor of Bay Harbor Islands, a town of fewer than 6,000 residents, Isaac Salver may have fewer constituents than many other local leaders. But he’s made an outsized impact, according to the Florida League of Cities (FLC).

Salver is this year’s recipient of FLC’s “E. Harris Drew Municipal Official Lifetime Achievement Award” in honor of Salver’s more than 26 years of civil service.

The organization noted that under his leadership, Bay Harbor Islands became one of the 10 safest cities in the Sunshine State.

“The recognition of this award is humbling to know that it was given to me this year, when we have such a flock of quality leaders from across the state,” Slaver said in a statement.

“The E. Harris Drew Award is considered by the Florida League of Cities to be the highest award for outstanding leadership, so it’s incredible. I get emotional thinking about it, that I was chosen for such an award.”

The award bestowed to Salver at the FLC’s annual conference in Orlando last week is named for former Florida Supreme Court Justice E. Harris Drew, who coined the organization’s motto, “Local self-government, the key to American democracy.”

The award recognizes and honors local elected officials who have made lasting and worthwhile contributions to Florida citizens.

Salver, a 66-year-old certified public accountant, has dedicated most of his adult life to public service. He was elected to the Bay Harbor islands Town Council in 1999, attended his first FLC event in 2001 and joined its Board of Directors two years later.

From 2019 to 2020, he served as FLC President, during which time he helped develop the children’s book, “The City that Talks” and led efforts on several historic ballot measures.

He has served as Chair of the Florida Municipal Loan Council for the past 14 years and is the longest-serving Board member of the Children’s Trust of Miami-Dade County, where he served three terms as the Trust’s Treasurer.

“He has earned numerous honors for his service,” FLC said in a statement, “and this award is yet another reflection of his lasting impact on Florida’s cities.”
