The Pakistan Telecommunication Authority (PTA) has released its Q2 2025 Quality of Service (QoS) Survey, ranking the country’s major cellular networks based on mobile coverage, with Ufone and Jazz emerging as the top performers.

The survey, conducted independently by PTA, covered 19 cities across Punjab, Sindh, and Khyber Pakhtunkhwa between April and June 2025. Approximately 43,000 voice calls and SMS were tested, along with over 340,000 broadband performance samples.

Mobile Coverage Rankings (3G and 4G)

The PTA ranked the four Cellular Mobile Operators (CMOs) based on their compliance with signal strength standards (90% confidence level) for 4G/LTE and fallback 3G networks, using devices set to technology auto-detect mode.

Here’s how the telcos performed in network coverage:

Ufone and Jazz achieved first place for signal reliability, with near-universal compliance. Zong followed closely, while Telenor lagged behind with the highest number of non-compliant cities. Survey Cities Covered

The following 19 cities were selected to ensure representative data across urban and semi-urban populations:

  • Punjab: Chiniot, Fateh Jang, Hasanabdal, Jatoi, Multan, Shakargarh, Sheikhupura, Pindi Bhattian, Mandi Bahauddin, Bahawalpur
  • Sindh: Karachi (Central), Larkana, Umerkot, Matiari, Jacobabad
  • Khyber Pakhtunkhwa: Mardan, Buner, Mansehra, Risalpur

Surveyors traveled 2,570 kilometers over 70 days, collecting signal strength data from maximum-population areas in each city using standardized drive-test methodologies.

  • 4G/3G Coverage Compliance: Assessed based on whether the signal strength meets PTA benchmarks in over 90% of the samples.
  • Auto-Detect Mode: Mobile devices used during the survey automatically switched between available network technologies (2G/3G/4G) to simulate real-world user behavior.
