The National Cyber Crime Investigation Agency (NCCIA) presented detailed data before the Senate Standing Committee on Information Technology and Telecommunication regarding actions taken against illegal call centers and software houses.

From January 1, 2024, to June 30, 2025, the agency launched a major crackdown across six cities, conducting 63 raids. A total of 248 Pakistani nationals and 259 foreign nationals were found involved in cyber-related crimes. Of these, 195 Pakistanis and 255 foreigners were arrested, bringing the total number of arrests to 450. Authorities registered 54 FIRs, uncovering financial crimes worth Rs. 72.034 million, of which Rs. 40.051 million was recovered.

City Wise Breakdown

In Islamabad, 17 call centers were raided. Investigations revealed that 10 Pakistanis and 183 foreigners were involved. All 10 locals and 183 foreign nationals were arrested. Thirteen FIRs were registered in the federal capital. The fraud amount in these cases totaled Rs. 60 million, with Rs. 34 million recovered, the highest recovery among all cities.

In Karachi, 19 illegal call centers were identified. All 76 individuals involved were Pakistani nationals; no foreigners were found. Of these, 44 locals were arrested. Nineteen FIRs were registered, but no financial recovery was made, and the amount involved was recorded as zero.

In Rawalpindi, eight centers were raided. All 44 accused were Pakistani nationals, and 32 were arrested. No foreigners were found involved. Authorities registered seven FIRs, involving Rs. 5.851 million, all of which were successfully recovered.

In Faisalabad, seven call centers were targeted. A total of 78 Pakistani nationals and 76 foreigners were involved. Of these, 78 locals and 72 foreigners were arrested. Seven FIRs were lodged. Although the fraud amount stood at Rs. 6.183 million, only Rs. 200,000 was recovered.

In Multan, one raid was conducted. Eight locals were found involved; all were arrested, and one FIR was filed. However, no financial loss was reported or recovered.

In Lahore, 11 illegal call centers were identified. All 32 accused were locals, of whom 23 were arrested. Authorities registered seven FIRs. No foreigners were involved, and no financial losses were documented or recovered in these cases.
