The Pakistan Telecommunication Authority (PTA) has released its latest Quality of Service (QoS) Survey for the second quarter of 2025, revealing the fastest mobile networks in the country based on internet speeds.

According to the PTA report, Zong 4G emerged as the clear leader in both average download and upload speeds, securing its position as Pakistan’s top-performing cellular network in terms of internet performance. In second and third place this time were Jazz and Telenor, while Ufone was at the bottom during Q2 2025.

    • Average Upload Speed: 8.22 Mbps

As the data shows, the upload speeds do not show much difference between the networks, only going a single digit higher through the ranks, but download speeds vary greatly, with Ufone going as low as 15.36 Mbps, while Zong is over 10 Mbps faster at 25.64 Mbps.

How the Data Was Collected

The QoS survey was conducted across 13 major cities in Pakistan, including Islamabad, Rawalpindi, Lahore, Faisalabad, Multan, Sialkot, Gujranwala, Peshawar, Karachi, Hyderabad, Sukkur, Quetta, and Muzaffarabad.

Using a comprehensive benchmarking tool, PTA collected over 44,000 voice calls and more than 117,000 data sessions during the second quarter of 2025 to evaluate performance metrics such as download/upload speeds, latency, and signal strength.

The survey was carried out through specialized mobile drive test tools and software installed in vehicles to ensure real-world performance evaluation under consistent and standardized conditions.
