The Ministry of Information Technology and Telecommunication (MoITT) has started work on the development of a National Super App and Web Portal, designed as a one-stop gateway for citizens and businesses to access a broad range of government services at both federal and provincial levels.

The platform will focus on delivering a citizen-centric, secure, and interoperable system that integrates with Pakistan’s national digital identity and data exchange layers while being scalable to support future sustainability features such as ads, subscriptions, and partner services.

The government is implementing the project under the Digital Economy Enhancement Project (DEEP) with support from the World Bank. DEEP takes a “whole-of-government” approach, aiming to strengthen access to and adoption of digital services across the country.

Central to this vision is the creation of a National Digital Portal, a unified super app, and a web interface that allows citizens and businesses to seamlessly interact with government entities. By breaking down departmental silos, the system is expected to simplify service delivery, improve user experience, and increase transparency in governance.

Through this platform, routine public services such as renewing licenses, filing taxes, applying for permits, or accessing health and education services will become accessible online in one place, reducing dependence on in-person office visits. The system will provide 24/7 access on mobile and web, in multiple languages, offering convenience and inclusivity to users nationwide. Features like single sign-on using national identity and personalized dashboards will make navigation and transactions more efficient.

Another major objective is to improve efficiency and transparency within government operations. By digitizing workflows and enabling digital notifications, status tracking, and automated communication, the system will reduce processing times, manual effort, and administrative costs. It is also expected to enhance compliance and revenue collection by making it easier for citizens and businesses to pay fees and taxes.

The super app will be based on a Pakistan Digital Government Enterprise Architecture, unifying standards across technology, business processes, information management, and service design. It will employ state-of-the-art security measures, including end-to-end encryption, zero-trust security models, and compliance with Pakistan’s forthcoming Personal Data Protection Bill and global benchmarks such as GDPR. Integration with the National Digital Identity system, such as NADRA’s digital ID, will provide secure authentication, including biometric verification.

Scalability remains a key design principle, with the platform expected to rapidly onboard new services and integrate third-party solutions over time. The system will initially be free to use but will be structured to support sustainable revenue generation models such as freemium services, subscriptions, and in-app advertising. Alignment with national digital policies like the Cloud First strategy and adoption of global super app frameworks will ensure the platform remains adaptable to evolving needs.

The IT ministry has begun the process of hiring a consultancy firm to design and develop the system. The selected firm will leverage a proven SuperApp framework and microservices-based architecture to ensure scalability, modularity, and ease of maintenance. The project also emphasizes citizen-centric design, a robust API layer for standardized service integration, and interoperability with Pakistan’s National Data Exchange Layer.

Once operational, the super app and web portal are expected to transform government-to-citizen and government-to-business interactions.
