The Pakistan Software Export Board (PSEB) has invited Expressions of Interest (EOIs) from both public and private entities to establish National Co-Working Space Program (NCSP) Centers across Pakistan. The initiative falls under the Prime Minister’s Initiatives  Support for IT Startups, Specialized IT Trainings, and Venture Capital, aimed at boosting the country’s IT ecosystem and creating professional opportunities for startups and freelancers.

As part of Pakistan’s Digital Transformation Vision, the government has been actively promoting entrepreneurship and digital innovation. The Ministry of Information Technology and Telecommunication (MoITT) has previously launched several capacity-building and startup facilitation programs. The establishment of NCSP Centers represents another major step in creating an enabling environment for IT professionals and freelancers nationwide.

According to the official notification (Ref No. A(01)/PSEB/2025-41), the PSEB aims to set up co-working centers nationwide that will serve as innovation and collaboration hubs. These centers will provide affordable workspace, high-speed connectivity, and access to professional training and mentorship opportunities.

The notification states:

“The main objective of the project is to establish NCSP Centers (Co-Working Spaces) nationwide, providing an enabling work environment and professional networking opportunities for freelancers and startups.”

Interested individuals or entities can apply electronically via EPADS by November 3, 2025, at 3:00 PM. The government will also offer interest-free loans up to PKR 10 million through banks to assist selected applicants in establishing these centers.

This move is expected to significantly strengthen Pakistan’s freelancing and startup landscape, providing structured support for tech innovation and digital entrepreneurship. The NCSP initiative aligns with the government’s mission to make Pakistan a regional tech destination by fostering sustainable growth in IT exports and job creation.

A PSEB spokesperson stated that the project will “enhance the digital workforce’s potential and empower youth-led startups through access to resources, training, and collaborative workspaces.”
