
In a recent development, the Capital Development Authority (CDA) has rerouted Metro feeder bus service FR-10 after the National Highway Authority (NHA) refused toll tax exemption at Sangjani. The decision was revealed by Interior Minister Senator Mohsin Naqvi in the National Assembly on Monday.
The FR-10 route, which originally operated from Golra Mor Metro Station to Taxila via N-5, was designed to connect suburban sectors like G-15, G-16, E-16, and E-17 with Islamabad’s main transit system. However, following the toll tax dispute, CDA diverted the service through Margalla Road to maintain continuity in public transport.
According to Senator Naqvi, the NHA declined to permit bus operations on N-5 without toll payments, despite CDA’s repeated requests for exemption. He further noted that CDA is currently subsidizing up to 50% of operational costs to ensure affordable transport for commuters.
“We have formally referred the toll exemption issue for electric feeder buses to NHA and are awaiting their response,” the minister stated. “Once resolved, the original route will be restored to reconnect Taxila and nearby areas with Islamabad’s main metro network.”
Impact on Commuters
The rerouting has affected accessibility for residents of outer Islamabad sectors such as Tarnol, Sangjani, and Sarai Kharbooza, who now face longer travel times. The government, however, maintains that the change is temporary and aims to resume normal operations once NHA grants toll relief.

The CDA plans to expand electric feeder routes as part of a green and integrated public transport network, aligning with Islamabad’s environmental and urban mobility goals.
